Title
49 of the Code of Federal Regulations contains a codification
of documents of general applicability and future effect relating
to Transportation. The details of why, when, and how containers
used for packaging hazardous materials are tested and certified
are found in Parts 100 to 185. The primary information relative
to small package plastic containers is in Part 173 Shippers
- general requirements for shipments and packagings and Part
178 Specifications for packagings. This link will take you to

With
the issuance of DOT Special Permit 14656, chemical packagers can now
package 70% Nitric Acid in a 2.5 liter plastic bottle without an overpack,
in full compliance with 49 CFR, Part 173.158. The 2.5 liter bottle,
manufactured with PPQ resin, provides the chemical packager numerous
benefits over glass including safety, high-purity, ease of handling,
reduced inventory, and smaller package footprint.
